Waterfront Enterprise Board Limited was set up as a development agency of the States of Jersey and was given full responsibility for the co-ordination and promotion of development in the St. Helier waterfront area.
The States required WEB to provide space on the West of Albert for an international hotel, a leisure pool, housing and public open space.
